A Phase I ESA Report investigates the current and historical uses of a property to identify existing or potential environmental contamination and associated liabilities which can affect a property's value. The Report is used to satisfy the requirements of the EPA's Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) innocent land owner defense under All Appropriate Inquiries (AAI).
